If you've gotten a roof repair quote in Florida, somebody's probably mentioned "the 25% rule." Here's what it actually means in 2026, because it changed a few years back and a lot of folks are still working off the old version.
The old rule: For years, Florida's building code said that if you repaired or replaced more than 25% of a roof within any 12-month period, the whole roof had to be brought up to current code. In plain terms: a bad enough repair could force a full replacement, even on the parts that were fine.
What changed (2022, still in effect): The Legislature passed SB 4-D and softened that rule. Here's the key: if your roof — or the section being worked on — was built, repaired, or replaced under the 2007 Florida Building Code or any later version, then only the part you're actually working on has to meet today's code. The 25% trigger no longer forces you to redo the whole roof.
